Denyzio Laboy-Professional Biography

EXECUTIVE DIRECTOR-FOUNDER

Denyzio Laboy is a distinguished public servant, community advocate, and cultural leader with over 30 years of federal government service, having retired with honor as a Special Agent with the U.S. Department of Homeland Security. His career began in law enforcement as a Police Officer and progressed through elite assignments—including serving as a Senior Federal Air Marshal—where he led critical national security missions, threat mitigation operations, and protective service engagements. His legacy of federal service is defined by discipline, integrity, and an unwavering commitment to public safety.

Currently, Mr. Laboy serves as a Special Emphasis Program Manager at the Cybersecurity and Infrastructure Security Agency (CISA), where he leads strategic initiatives focused on diversity, equity, inclusion, and accessibility across the federal workforce. His role includes driving inclusive recruitment, creating equitable opportunities, and empowering underrepresented communities through education, advocacy, and policy alignment. His work ensures that all voices are valued within the government workforce and that systemic barriers are identified and addressed.

In addition to his government service, Mr. Laboy is the founder and CEO of PenUin, an innovative e-commerce and branding platform designed to empower individuals by helping them monetize their unique talents. With a focus on equity and creative freedom, PenUin reflects Mr. Laboy’s passion for building systems that uplift others and bridge opportunity gaps through technology and entrepreneurship.

At the heart of Mr. Laboy’s work is a lifelong dedication to community service and cultural identity. This commitment is most deeply reflected in his founding of the Taino American Indigenous National Organization (T.A.I.N.O.)—a nonprofit created to preserve, educate, and advocate for the historical and living legacy of the Arawak Taíno people. His efforts are not merely professional—they are personal. As someone who proudly identifies with his Native American ancestry, Mr. Laboy views T.A.I.N.O. as a sacred mission to honor his ancestors and ensure their stories, traditions, and contributions are never forgotten. Through national outreach, education, and tribal certification efforts, he has worked tirelessly to build a movement grounded in truth, cultural pride, and intergenerational resilience.
