Dr. Stephon L. Scott-Professional Biography

CHAIR


Stephon L. Scott, Ed.D., M.P.A., specializes in Equal Employment Opportunity (EEO), anti-harassment, personnel investigations, reasonable accommodation, and alternative dispute resolution. 

 

Dr. Scott is an experienced EEO professional with over 25 years of federal government experience. He is a subject matter expert in EEO training, workplace disability accommodations, leadership development, and performance management. 

 

Dr. Scott served as Associate Chief of the Access and Equity/Reasonable Accommodation Division at the Cybersecurity and Infrastructure Security Agency (CISA)—U.S. Department of Homeland Security. Before CISA, he served as a Senior Policy Advisor to the EEO Director at the National Institutes of Health (NIH). There, he conducted policy development, review, and analysis while collaborating on the development of comprehensive and strategic approaches to EEO, workplace disability accommodations, and anti-harassment at the NIH. Additionally, Dr. Scott served as Acting Director of the NIH EEO Compliance Team, providing leadership and managerial oversight to all phases of the EEO compliance process. He also served as Acting Director of the Guidance, Education, and Marketing Division at NIH, where he provided leadership on effective EEO, accessibility, and anti-harassment marketing and communication strategies for the general public and NIH community. Moreover, he served as the Branch Director of NIH’s Access & Equity Branch. There, Dr. Scott led the NIH Accessibility Consultancy, whose portfolio of services included Language Access, Reasonable Accommodation, and EEO Guidance. He has also served as the Team Leader and Subject Matter Expert for the Centers for Medicare & Medicaid Services’ (CMS) Reasonable Accommodation Program. 

 

Dr. Scott was a legal intern with the Office of General Counsel, Office of the Governor, Chief Counsel, State of New Mexico. He also worked as a law clerk with The Pueblo of Laguna Tribal Courts, Office of the Prosecutor, and with the Bernalillo County Attorney’s Office, Bernalillo County, New Mexico. Dr. Scott is a certified EEO counselor, investigator, and mediator. He has led the development of EEO and workplace disability accommodation policies. He was also trained in workplace accommodations and family medical leave by the National Employment Law Institute (https://neli.org/). 

 

He earned his Doctorate in Educational Leadership and Administration from Trident University International, his master’s degree in Public Administration, and an undergraduate degree in English-PreLaw from The University of New Mexico. He also earned his Mediation certification from The Justice Center of Atlanta. Dr. Scott is also a proud and thankful United States Army combat veteran.  

Yvette Delgado-Professional Biography

VICE CHAIR

 

Yvette R. Delgado is a purpose-driven servant-leader with more than 30 years of distinguished federal service, now retired but still fully committed to empowering others and fostering meaningful connections across communities. Her professional journey exemplifies a steady rise through the ranks of public service—from administrative positions to influential leadership roles within the U.S. Department of Agriculture—demonstrating her strategic acumen, adaptability, and unwavering dedication to inclusive excellence.

 

Yvette holds a master’s degree in human resources management, as well as a Master’s degree in Education with an emphasis in Reading, credentials that reflect her deep understanding of organizational development, employee engagement, and education-based empowerment.

 

Throughout her federal career, she served in critical capacities, including as an Equal Employment Opportunity Specialist, where she championed civil rights initiatives, and as a human resources leader who implemented workforce accountability and inclusion strategies. Her work was defined by her ability to build collaborative environments where individuals felt seen, valued, and empowered to lead. Known for her integrity, empathy, and strategic thinking, Yvette has consistently served as a mentor, advisor, and advocate for equitable workplace culture. Her legacy includes a proven track record of strengthening teams, cultivating leadership, and creating sustainable impact through policy and practice.

 

Now serving as Vice Chair of the Taino American Indigenous National Organization (T.A.I.N.O.), Yvette brings an invaluable combination of governance insight, cultural awareness, and transformational leadership. Her federal leadership experience translates seamlessly into her nonprofit role, where she supports the organization’s mission to protect, preserve, and uplift the cultural identity and history of Arawak Taíno people. She plays an essential role in guiding the organization’s strategic vision, building partnerships, and fostering inclusive engagement both within and beyond the Indigenous community. Yvette Delgado’s lifelong commitment to public service, coupled with her professional expertise and heartfelt leadership, make her an ideal Vice Chair dedicated to meaningful impact and lasting change.
 

Wendy Bermudez-Professional Biography

TREASURER

 

With over 24 years of progressive experience in the banking industry, Wendy has developed a deep command of financial operations, regulatory compliance, and branch administration. Her professional journey began as a teller and advanced steadily to the role of Assistant Vice President and Branch Coordinator, where she held responsibility for the oversight and operational integrity of six banking offices. In this capacity, she led initiatives in risk management, auditing, and process optimization, while cultivating high-performing teams and ensuring exceptional standards in customer service.
Her ability to navigate complex financial systems and maintain operational accuracy positioned her as a trusted leader in both frontline and back-office functions. Her keen attention to detail marked Wendy’s banking career, sound judgment in managing financial transactions, and proficiency in coordinating multi-branch workflows with precision and accountability.
Following her tenure in banking, Wendy transitioned to the education sector, where she spent eight years working collaboratively with senior administrators across key departments, including Registration, Grants Management, Adult and Continuing Education, and Curriculum and Instruction. Her contributions in this setting reflect her adaptability and her continued commitment to organizational excellence.
Currently serving as an HR Recruitment Specialist with the U.S. Food and Drug Administration (FDA), Wendy leverages her organizational insight and interpersonal skillset to identify, attract, and retain top-tier talent. Her approach is grounded in integrity, professionalism, and a deep understanding of aligning individual strengths with mission-driven goals. Outside of her professional responsibilities, Wendy enjoys hiking, gardening, and spending meaningful time with family and friends. She believes that a positive mindset is the foundation for personal and professional success.
 

Denyzio Laboy-Professional Biography

EXECUTIVE DIRECTOR-FOUNDER

Denyzio Laboy is a distinguished public servant, community advocate, and cultural leader with over 30 years of federal government service, having retired with honor as a Special Agent with the U.S. Department of Homeland Security. His career began in law enforcement as a Police Officer and progressed through elite assignments—including serving as a Senior Federal Air Marshal—where he led critical national security missions, threat mitigation operations, and protective service engagements. His legacy of federal service is defined by discipline, integrity, and an unwavering commitment to public safety.

Currently, Mr. Laboy serves as a Special Emphasis Program Manager at the Cybersecurity and Infrastructure Security Agency (CISA), where he leads strategic initiatives focused on diversity, equity, inclusion, and accessibility across the federal workforce. His role includes driving inclusive recruitment, creating equitable opportunities, and empowering underrepresented communities through education, advocacy, and policy alignment. His work ensures that all voices are valued within the government workforce and that systemic barriers are identified and addressed.

In addition to his government service, Mr. Laboy is the founder and CEO of PenUin, an innovative e-commerce and branding platform designed to empower individuals by helping them monetize their unique talents. With a focus on equity and creative freedom, PenUin reflects Mr. Laboy’s passion for building systems that uplift others and bridge opportunity gaps through technology and entrepreneurship.

At the heart of Mr. Laboy’s work is a lifelong dedication to community service and cultural identity. This commitment is most deeply reflected in his founding of the Taino American Indigenous National Organization (T.A.I.N.O.)—a nonprofit created to preserve, educate, and advocate for the historical and living legacy of the Arawak Taíno people. His efforts are not merely professional—they are personal. As someone who proudly identifies with his Native American ancestry, Mr. Laboy views T.A.I.N.O. as a sacred mission to honor his ancestors and ensure their stories, traditions, and contributions are never forgotten. Through national outreach, education, and tribal certification efforts, he has worked tirelessly to build a movement grounded in truth, cultural pride, and intergenerational resilience.
